Most people who call us have just found out their pool needs a compliance certificate, and they are not happy about it. That is fair. It is one more job on the list, and nobody explains it properly.

Local Pool and Spa Inspection is a one-inspector business based in Melton South. That inspector is Mir Sumon – registered with the Building and Plumbing Commission, holding a Bachelor of Civil Engineering, and carrying more than 16 years in building and construction. Every job stays with LPASI. You will not get a subcontractor you have never heard of.

The price is $170 plus GST. It does not move, and the re-inspection is free.

Who is Mir Sumon?

Mir started Local Pool and Spa Inspection in 2021 after more than a decade working in building and construction across Victoria. Before that he completed a Bachelor of Civil Engineering.


The engineering background matters more than it sounds like it should. A pool barrier inspection is mostly a measuring job. The non-climbable zone is a 900mm arc that has to be clear of anything a child could get a foot on. Fence height is measured from finished ground level on the outside of the barrier, which is not always where people assume. Gate hardware has to self-close and self-latch from any position, every time, not just when you push it hard. These are small distances where a few centimetres decides whether you pass.


Mir also teaches the Certificate IV and Diploma of Building and Construction at Parker Brent. So alongside inspecting barriers, he trains the people coming into the industry behind him.

Why LPASI works the way it does

Here is the pattern LPASI was built around solving. An owner books an inspection, the barrier fails on two or three minor items, and they get handed a report full of clause numbers they cannot read. Then they pay a second full fee to have someone come back and look at a gate hinge.

No change needed – this is already brand-first.

LPASI offers a walkthrough before you commit to a formal inspection. If something is going to fail, you find out then, while it is still cheap to fix. If the formal inspection does turn up problems, the report comes back within 24 hours in plain English with photos, and the re-inspection costs nothing.

That is the whole model. It is not complicated, but almost nobody in Victoria runs it that way.

What actually happens when you book

A look before the inspection

Mir comes out and walks the barrier with you. He measures the heights, checks the non-climbable zone, and tests the gate. If there are issues, he tells you what they are and roughly what it will cost to sort out. Your builder or fencer is welcome to be there. There is no pressure to book the formal inspection on the spot.

The inspection itself

The barrier gets assessed against the standard that applies to your pool. Victoria has three sets of requirements depending on when your pool or spa was installed: before 8 April 1991, between 8 April 1991 and 30 April 2010, and after 30 April 2010. Mir will tell you which bracket you fall into, and you can check the requirements yourself on our checklists page.

Your report, within 24 hours

If the barrier passes, you get your certificate. If it does not, you get a rectification report with photographs, written so you can hand it straight to a fencer without translating anything first. You then have 60 days to fix the items listed.

Certificate and lodgement

Once the barrier passes, Mir issues your Form 23 Certificate of Barrier Compliance, ready to lodge with your council. We will tell you which council it goes to and what they need.

How to check we are who we say we are

Anyone can put “fully licensed and insured” on a website. You should not have to take our word for it.


No change — this sentence is correctly about Mir’s credentials specifically.. The BPC is Victoria’s building regulator and replaced the Victorian Building Authority, so if you see older websites still saying VBA, that is why.

This goes for any inspector, not just us. Check the register before you book. It takes a minute, and a certificate issued by someone who is not registered to issue it is not worth anything.

One thing worth knowing: a barrier inspection in Victoria covers the barrier. Not the water, not the pump, not the electrical. If someone tells you your pool failed its safety inspection on water chemistry, they are describing a different country’s rules.

Questions people ask about us

Who will actually turn up to my inspection?

Mir. LPASI is a one inspector business and he does every job himself.

How do I check that you are registered?

Search [registration number] on the practitioner register at bpc.vic.gov.au. You can also check any other inspector you are considering while you are there.

Are you insured?

Yes. LPASI holds professional indemnity insurance and can provide a certificate of currency on request.

Do you inspect spas as well as pools?

es. Any spa capable of holding more than 300mm of water requires a compliant barrier and a Form 23 certificate — the same as a pool. This includes portable and inflatable spas. One common misconception worth flagging: a lockable lid is not a compliant safety barrier in Victoria. The spa still needs a physical barrier regardless. Indoor spa baths are the exception - they are not covered by the barrier compliance rules.

Do I pay again if my barrier fails?

No. The re-inspection is included in the $170 plus GST.
