Preliminary Pool Safety Barrier Consultation

If you are not sure whether your pool or spa barrier will pass a formal inspection, this is a good place to start. We visit your property and assess your pool fence, gates, and barriers against the Victorian pool fencing requirements set out in AS 1926.1-2012. You can have your builder, fencing contractor, or handyperson there at the same time. During the visit, we identify any non-compliance issues and explain your options in plain terms, what needs to change, how to go about it, and which approach will be the most practical and cost-effective for your situation. This consultation is not a formal pool compliance inspection. Its purpose is to help you get ready for one.

Compliance Inspections & Certificates

This is our core service. We carry out a full swimming pool inspection and spa inspection against current Victorian pool barrier regulations. We check fence heights, gate mechanisms, climbable objects within the barrier zone, CPR signage, and all other requirements under AS 1926.1-2012. If your barriers meet the standard, we issue a pool safety compliance certificate on the day. The certificate is ready for lodgement with your local council. If there are issues, you receive a detailed written report within 24 hours listing every non-compliance item with photos and clear remediation advice. You are given up to 60 days to complete the work before a follow-up assessment.

Re-inspection of Your Pool or Spa

Once your tradespeople have completed the required repairs or alterations, we return to carry out a pool compliance re-inspection. We reassess all previously flagged items and confirm every issue has been fully resolved. We also do a fresh check on the entire barrier to confirm nothing new has come up since the first visit. If everything meets the standard, we proceed with issuing the pool safety compliance certificate. We can also answer any questions on maintaining your pool barrier compliance over the long term so you are not back in the same situation at the next renewal.

Local Pool and Spa Inspection is a VBA-registered pool safety inspection service based in Victoria. We specialise in pool and spa barrier compliance assessments, compliance certificate issuing, and preliminary barrier consultations for homeowners, property managers, and builders across Melbourne and regional Victoria.

Our work is guided by Australian Standard AS 1926.1-2012 and the requirements of the Building Act 1993. Every inspection we carry out is independent, unbiased, and documented in writing. We do not have any commercial relationship with fencing contractors or repair businesses, so our reports reflect what we actually find, not what benefits anyone else.

Mir Sumon is a qualified building inspector with over 16 years of experience in the building and construction industry. He has worked with local governments in both NSW and Victoria and has a detailed working knowledge of Victorian pool fence regulations and Australian Standard AS 1926.1 across all editions from 1986 through to 2012.
Mir has personally conducted more than 500 pool and spa inspections. He holds a Bachelor of Engineering (Civil), a Diploma of Building Surveying, and a Diploma of Building and Construction, and is registered with the Victorian Building Authority as a Building Inspector (IN-L). Clients consistently describe him as easy to deal with, clear in his explanations, and practical in his approach to compliance.

How much does a pool safety inspection cost in Victoria?

A pool safety inspection and compliance certificate with Local Pool and Spa Inspection costs $200 including GST. This flat fee covers the full barrier assessment and the certificate if your pool passes. There are no additional charges. Many local councils charge more than this for the same service.

How often do I need a pool compliance inspection in Victoria?

Under Victorian law, pool and spa compliance certificates must be lodged with your local council every 4 years. You are also required to lodge a certificate within 30 days of first registering your pool. Missing these deadlines can result in council fines.

What happens after I register my pool or spa?

After registering your pool or spa, the relevant council is required to send you written notification confirming:

  • that your pool or spa has been registered
  • the date of construction of your pool or spa and the applicable barrier standard
  • your right to appeal to the Building Appeals Board (BAB) in relation to the council’s determination of the date of construction of the pool or spa
  • the date by which the first or next certificate of barrier compliance must be lodged with the relevant council.
How can I find out the date of construction of my pool or spa?

Upon application for registration of the swimming pool or spa, Council will determine the date of construction and the applicable barrier standard and inform the applicant in writing.

What if I want to have work done to my pool or spa barrier?

If you are carrying out repair works on an existing safety barrier, a building permit may be required to alter the barrier.  Work to alter an existing barrier will need to comply with the current regulations.

What happens if my pool fence fails the inspection?

If your pool or spa barrier does not meet the standard during a pool safety inspection, you will receive a detailed non-compliance report within 24 hours. It includes photos and clear instructions for every item that needs to be fixed. You have up to 60 days to complete the repairs before a re-inspection is required.

How often do I need to have my pool inspected and provide a certificate of compliance to Council?

A certificate of compliance needs to be provided to Council within every four years after the first certificate of pool and spa barrier compliance was lodged with Council.

How does the council determine the date of construction of a swimming pool or spa?

To determine the date of construction, the council may consider any relevant information, such as the date of any building permit issued in relation to the swimming pool or spa.

This may include information provided in the registration application, the council’s records (such as building permit data) or other relevant information obtained by the council, including real estate listings and aerial photography.

I have recently purchased a property with a pool or spa. How can I check that it has been registered?

Please contact the relevant council to check if your pool or spa has been registered.

When must I lodge my certificate of pool or spa barrier compliance?
  • For pools and spas constructed on or before 30 June 1994, a certificate of barrier compliance must be lodged by 1 Nov 2021
  • For pools and spas constructed between 1 July 1994 and 1 May 2010, a certificate of barrier compliance must be lodged by 1 Nov 2022
  • For pools and spas constructed between 1 May 2010 and 31 May 2020, a certificate of barrier compliance must be lodged by 1 Nov 2023

For pools and spas constructed on or after 1 Nov 2020, a certificate of barrier compliance is due within 30 days of occupancy permit or certificate of final inspection. This certificate must accompany an application for registration. The next certificate of compliance is due four years after registration.

We don't have any children and our backyard is secure. Do we have to register our pool and obtain a certificate of compliance?

Yes – it is mandatory for all land owners in Victoria to apply to register any pool or spa on their property.

Of the 27 drownings that have occurred in Victoria since 2000, 12 involved children who were not residents of the property. In one case, the child had entered the pool area without the knowledge of the property owner.
